“A recent case investigated by the Houston Police Department's Investigative First Responder Division involving a Chinese speaking complainant has been successful, in part, because the investigator working the case also speaks Chinese. The complainant, who works for a Chinese restaurant, was delivering food to an apartment in Southwest Houston. While in the parking lot, he was struck in the face with a brick by one of three suspects, who were all intending to rob him. The complainant's face was fractured and will require surgery. All three suspects fled after the attack.

The HPD investigator assigned to the case, using his language skills and investigative skills, was successful in arresting all three suspects and charging them all with Aggravated Robbery. The investigation also revealed that the same suspects were involved with other robberies of Chinese food delivery persons. Additional charges have been filed and the investigation is still on-going.” (Reported by HPD Captain D. J. Williams of Investigative First Responder)

Criminals target immigrant communities because their reluctance to report crimes is well-known. The suspects arrested in the above investigation were involved in similar robberies of Chinese food delivery persons that were not reported. Only after the suspects were arrested, the investigation revealed that the suspects were involved in other robberies.

You must, as a community, report all crimes. The reports will assist the police department in resource management. If the police department does not know that the crime is occurring, how can we (HPD/community) address the issue?
